A mugshot is the booking photograph created during an arrest or jail intake. It identifies that custody event. Release does not turn the image into proof of a conviction, a current charge, or present confinement. The associated booking and disposition record supplies the needed context: who was booked, when custody began, when it ended, and whether departure was release or transfer.
Missouri law does not make every booking photograph automatically available in every circumstance. Arrest and disposition material can be open under §610.100, while investigative, juvenile, sealed, expunged, or otherwise closed material can be protected. Request the exact image and ask for a written statutory basis if it is withheld.

A photo from Missouri DOC is not necessarily the New Madrid County Jail booking image. Likewise, an MSHP registry photo belongs to a narrow statutory system. Identity, date, agency, and event must all match before treating an image as connected to a particular release.
Request New Madrid Booking Photos
The most defensible local route is a focused Sunshine request to the New Madrid County Sheriff’s Office at 2 Courthouse Square, New Madrid, Missouri 63869. The main number is 573-748-2516. Call first to confirm the current records custodian, accepted delivery method, and whether an existing form is preferred. No verified county request email, local fee schedule, or promised production time was found.
- Identify the full booked name and the approximate arrest and release dates.
- Add the booking number or New Madrid court case number when known.
- Ask for the booking photograph tied to that exact event in electronic form.
- Request the booking and release disposition record with the image so it is not mistaken for current custody.
- Ask for a cost estimate and set a ceiling before chargeable research begins.
- If the photo is withheld, request the written statute supporting the decision.
Section 610.023 requires the custodian to act no later than the end of the third business day. If production will take longer, the response must state why and give the earliest availability date. It is a response deadline, not a guarantee of completed delivery. Fees are controlled by §610.026, including actual electronic or picture-copy costs and necessary staff time.
New Madrid Mugshot Retention Limits
The Missouri Sheriff Records Retention Schedule gives SHF 013 inmate files a minimum retention of five years after release. It describes booking and intake information, reasons for confinement, admission and release dates, property receipts, and transfer information. Audit, litigation, or other legal holds may extend the file’s life.
The schedule does not conclusively create a separate five-year rule for every photograph. Nor does it promise that all retained material is public. It supports asking the Sheriff for the image within the precise inmate file and asking how the office classifies it. Online availability is a separate issue: New Madrid County has no verified released-photo archive.

New Madrid DOC Photo Differences
The Missouri DOC Offender Search applies to a person currently incarcerated or actively supervised on probation or parole. Its notice says discharged offenders are excluded. An image on that record is a DOC image. It should not be labeled as the photograph taken by New Madrid County Jail unless the source record expressly establishes that fact.
A county detainee who bonded out without a state commitment may never appear in DOC. For a fully discharged state offender, use DOC’s historical Sunshine path for custody facts, but do not promise that a historical photograph will be publicly returned. The assigned institution or field office and DOC identifier help ensure the correct person is being checked.
The Missouri State Highway Patrol Sex Offender Registry is narrower. State law provides a photograph and a release, parole, supervised-release, or probation date for qualifying registrants. It is not a general released-inmate photo database, and absence from it proves nothing about an ordinary New Madrid County release.

Local outlets such as KFVS and KBSI sometimes carry selected New Madrid Sheriff announcements or supplied images. A report may preserve a dated copy after a social post changes. It can also show who supplied the image and what the report claimed at publication.
News coverage is selective and can become stale. A photo in a report is not a current jail roster and does not establish the person’s present status. Third-party publishers may also reproduce arrest images without later disposition updates. No commercial mugshot publisher, data broker, or paid removal service should be treated as an official source or endorsed.
Use a news item only to identify an agency, date, or case worth confirming. Then consult the Sheriff record, Case.net, or the applicable receiving agency. A dated image proves only what its cited report supports.
Missouri Mugshot Payment Ban
Missouri §407.1150 addresses a specific publication practice. It does not prohibit the initial publication of booking-photo or criminal-record information. Instead, it prohibits a publisher or disseminator from soliciting or accepting payment from the subject to remove, correct, or modify covered material. The law provides criminal and civil consequences for a knowing violation.

The statute is narrow. It does not make every photo confidential, promise that old copies will disappear, or create an official removal service. A correction should first go to the Sheriff, court, DOC, registry, news outlet, or publisher responsible for the specific item.
New Madrid Mugshot Record Closure
Missouri expungement under §610.140 is a court process with eligibility limits. A successful petition must identify agencies, courts, and repositories believed to hold the records. Under §610.120, a closed record becomes confidential rather than necessarily being destroyed.
An order can change official public access, but it does not automatically bind an entity that was not named or erase every copy previously published. Send the order or correction request to each record holder. For the New Madrid County source image, contact the Sheriff’s custodian; for court access, follow the court’s process; for a DOC or registry image, contact that state agency.
Release, disposition, and closure should always travel with the image. A booking photograph alone cannot show whether charges were dismissed, a case ended, a person transferred, or a record later became closed. If the Sheriff corrects an identity or booking detail, send that official correction to any publisher displaying the error. When a court closes the record, provide the entered order and identify the exact image or article. Keep copies of each request and response because separate custodians may apply the order at different times.
New Madrid Sheriff Photo Channels
The Sheriff’s identifiable public channel is Facebook, not a dedicated roster or verified mobile app. Selected agency communications may contain a photograph, but they do not form a complete booking or release archive. No primary source establishes New Madrid participation in MobilePatrol, Missouri Sheriff Connect, or a generic jail application.

MOVANS is also not a Sheriff photo app. Missouri DPS describes it as the official custody and court notification system and says MobilePatrol and Missouri Sheriff Connect are not MOVANS-affiliated. A MOVANS identity image, if the current source feed exposes one, should not replace the booking photo request.
